The SCOTUS has agreed to hear a major gun rights case this fall. The primary petitioners are the NY State Pistol and Rifle Association and the case centers around the principles of concealed carry pistol permits of--"as issue" versus "shall issue".
Having resided in NY State for many years I know all about it. After going through a process of fingerprinting, photos, and having three (3) personal references return notarized letters to the Sheriff saying I was OK, and a Background Check I was granted a NY State Pistol permit by the head Magistrate in the county I resided. However, the judge stamped "Hunting and Target Only " on the permit when it was issued to me. That meant no concealed carry. If I wanted concealed carry I had to petition the court and show "Due Cause" and you guessed it... "self defense" was not good enough!
It's worse if one lives in any of the five boroughs of NY City. There you better know politicians and have deep $$ pockets to get a permit--and that might only be a "premises" permit where you can keep a gun in your house--and you may transport it to shooting range -- but there are no shooting ranges in NY City so as Tony Soprano said-- "Fergettaboutit"
Conversely in nearby Pennsylvania --it is a "shall issue" state. That means you go through the application process and if everything comes back OK you get concealed carry--none of this nonsense of having to petition the court and demonstrate "Due Cause".
Other states which are "gun hell" "mother may I" include CA, NJ, HI etc.
Lets hope the SCOTUS rules in favor of "as issue" for every applicant no matter where they live.
