I been having some issues with the jackets being shaved while seating them, i have a pretty good debur and chamfer but come across it now and again,any suggestion would be greatly appreciated.

Try A VLD (Very Low Drag) De-burring Tool. They Work Great For Me.

you didn't say weather these are for a pistol or rifle, if they are for pistol then it sounds as if you are not belling the case enough.

yes,that me Donovan. what style of bullet are they are flat base or boat tail? In either case it sounds like the case is not lining up with the die correctly this may be caused by the case holder not inserted into the press ram far enough something caught in the notch or the the case holder its self making the case offset to the die. Another possibility could be dirt in the die its self causing the bullet to tilt
